Biography

Louis O’Neill was formerly on the Policy Planning Staff of the U.S. State Department. Mr. O’Neill has much experience with Russia and Eastern European politics, which made him a prime candidate for the State Department’s Policy Planning Staff. In that position, Louis O’Neill helped organize America’s policy positions toward several nations, including Russia, Belarus, Ukraine, Moldova, Georgia, Armenia, and Azerbaijan. Louis O’Neill obtained his position with the U.S. State Department after having worked in the Office of Russian Affairs as a Special Assistant and having served as a White House Fellow. Louis O’Neill has been a creative and compassionate diplomat working as the Ambassador and Head of Mission in Moldova for the Organization for Security and Co-operation in Europe (OSCE). Because Louis O’Neill is an expert in multiple areas, he was a respected diplomat with an acknowledged commitment to seeing that all Moldavians are free in a democratic state. Mr. O’Neill took advantage of his former work as an attorney in his duties, using his focus and skills in advocacy to spur along a peaceful resolution to the conflict in Transnistria. Mr. O’Neill’s sincere hope is that his efforts will lead to a more free and fair Moldovan society, inclusive of all regions. Louis O’Neill became involved in Russian and Eastern European affairs as an undergraduate at Stanford University. O’Neill earned his B.A. in Slavic Languages from Stanford and was selected as a Fulbright Presidential Scholar. Louis O’Neill seized this opportunity to travel to Moscow and study the efforts of environmental protection movements under the Soviet regime. Louis O’Neill later won a Foreign Language and Area Studies (FLAS) grant that allowed him to earn his M.A. in Russian and East European Studies. Mr. O’Neill also holds a law degree from Harvard Law School, where he graduated cum laude.
